US and Saudi officials signed an offer and acceptance letter for an intergovernmental agreement on November 26, 2018, which provided transfer terms for the sale.

However, Lockheed Martin, the manufacturer of THAAD, has revealed that the first batch of THAAD systems to be delivered to Saudi Arabia, including the delivery of the later stage interceptors, is expected to take place in 2023 and be completed in 2027. Kradov also stated that Rostec is advancing the S-400 agreement with India, and the plan is proceeding as planned.
